The Chicago Bears could receive a boost in the secondary this week just in time for an NFC North matchup against the Minnesota Vikings — though the Bears won’t have to face star wide receiver Justin Jefferson.The Bears designated nickel cornerback Kyler Gordon to return from injured reserve Monday, one day before the Vikings reportedly decided to put Jefferson on injured reserve with a hamstring injury. Gordon had surgery on his broken hand after the season opener and missed the last four games. PHILADELPHIA (AP) — A Philadelphia police officer was shot and killed and a second officer was wounded when they confronted people breaking into a car at Philadelphia International Airport, police said.A person who was brought to a hospital privately and died there may have been involved in the Thursday night shooting but investigators haven’t confirmed that, interim Police Commissioner John Stanford said at a late-night news conference.Stanford said the officers were arriving at work and were parked in the garage shortly after 11 p.m. when they saw several people breaking into a vehicle in the parking garage area.As the officers approached, “the suspects opened fire,” hitting one officer several times in the upper body and the other in the arm, Stanford said.One officer died shortly after 11:30 p.m. at a hospital. OTTAWA — The Supreme Court of Canada has ruled against the federal government’s impact assessment law.In a decision released this morning, five out of seven judges found most of the Impact Assessment Act to be unconstitutional because it ultimately seeks to regulate activities within provincial jurisdiction.Chief Justice Richard Wagner, writing for the majority, said federal powers don’t cover the list of projects subject to federal review under the act.Wagner wrote the impacts of those projects must be within federal jurisdiction for an act to be constitutional.In his 204-page judgment, he wrote the government failed to make that case.Two judges, however, dissented, saying the law was constitutional.The Impact Assessment Act, which was known in Parliament as Bill C-69, is now the second such piece of legislation to be thrown out by the courts.
